Asymmetric Growth of Capability vs Risk
When a technology's capability frontier grows exponentially, the rate of growth in associated risks often outpaces capability advancement. This creates a critical threshold beyond which traditional post-hoc regulation—responding after incidents occur—becomes insufficient. Past this point, a shift toward pre-deployment review becomes necessary, even before capabilities fully mature but risks are already evident. Once crossed, information transparency alone is no longer an adequate safety measure.
