When institutional design aims to enable democratic participation and balance interests, organizations with superior resources and expertise can monopolize procedural mechanisms and weaponize them to block majority interests. High procedural transparency and low participation barriers paradoxically enable organized actors to exploit these systems against their intended purpose.
