Asymmetric Arms Race

When attackers and defenders both adopt the same new technology to accelerate competition, the defender gradually falls behind if defense is more complex than attack—because attackers only need to find one breakthrough while defenders must protect all positions. This causes technological advantage to actually intensify the asymmetry rather than eliminate it.
