Supply Chain Autonomy Threshold
The critical point at which a strategic material's domestic self-sufficiency rate (typically 60-70%) simultaneously achieves three effects: (1) reduces dependency risk on external suppliers; (2) establishes negotiating leverage; (3) catalyzes a self-reinforcing domestic industrial cycle. Beyond this threshold, the marginal cost of further increasing self-sufficiency drops sharply.
