Standardized Pre-Communication Mechanism Under Information Asymmetry
An institutional design that reduces decision uncertainty and post-hoc disputes when one party (policymaker) possesses significantly different information, objectives, or evaluation criteria than another party (market participants). This is achieved by publicly disclosing the reasoning process in advance, engaging diverse expert perspectives, and enabling participants to understand the evaluation logic beforehand.
