Supply Chain Fragility and Asymmetric Retaliation
In a globalized division-of-labor system, when direct military confrontation is not viable, one party can indirectly harm an adversary's allies by targeting critical production infrastructure (such as refineries). The greater the target's dependence on imports of that commodity, the more effective the retaliation. This represents a characteristic pattern of modern asymmetric conflict.
