When a production factor becomes the critical constraint on global industrial development, the state or enterprise controlling that factor gains disproportionate bargaining power. Governments deploy all available policy tools—expedited approvals, infrastructure investment, tax redistribution—to secure supply, thereby superseding normal market logic.
