Bottleneck Shift

When a system's constraining factor is resolved, the limiting force moves to the next weakest link. This is a dynamic process—there is no such thing as universal optimization, only the tightest constraint at any given moment. Optimizers must continuously track where the bottleneck has moved, otherwise they risk optimizing factors that are no longer critical.
