The pace at which new technologies expand their capabilities far outstrips the speed at which society's institutions, laws, and ethical frameworks can adapt. Institutions are forced to react only after technologies are already widely deployed, resulting in rushed bans, constantly shifting rules, and eroded institutional trust.
