Debt Maturity Arbitrage
A government financing strategy where maturing debt is refinanced by issuing new debt at different maturities, while implicitly arbitraging funding costs along the yield curve. By adjusting the average duration of the debt portfolio, the government balances market signals with fiscal constraints.
