Regulatory Boomerang Paradox
When governments attempt to contain technology leakage or misuse through unilateral restrictions, they inadvertently accelerate global users' migration to less-regulated competitors—typically from authoritarian regimes—resulting in the controlling nation losing visibility and influence over technology applications. This creates a self-defeating cycle where tighter restrictions paradoxically lead to faster loss of control.
