The more powerful a general-purpose tool becomes, the more readily it serves both benign and malicious users alike. Democratizing a tool simultaneously democratizes its beneficial capabilities and its potential for harm. Regulating the tool weakens well-intentioned users, while leaving it unrestricted empowers bad actors—both outcomes cannot be avoided.
