Signal vs. Noise
The ability to distinguish genuine signals from random fluctuations in information-scarce environments determines decision quality. When decision-makers cannot verify information credibility, they tend to believe evidence confirming their existing hypothesis while dismissing or downplaying contradictory evidence—a pattern known as confirmation bias. Organizations that place leaders with strong pre-existing hypotheses in charge of investigations systematically amplify signals supporting that hypothesis while suppressing opposing signals.
