The Export Control Paradox
When export controls escalate from blacklist systems to comprehensive tracking mechanisms, regulators assume they can eliminate loopholes. Instead, they accelerate the global dispersion of evasion costs, creating a paradox where clearer control boundaries generate more sophisticated circumvention networks, trapping regulators in a self-defeating cycle: the stricter the controls, the more leaks emerge.
