Watcher Paradox / Surveiller Surveilled
In power structures, the supervisor often becomes the supervised. When the party controlling surveillance tools feels threatened, it turns those tools against its overseers, undermining the entire system of checks and balances. This reveals a fundamental asymmetry: the unequal distribution of surveillance capacity destroys the very oversight mechanisms designed to constrain it.
